Texas Pool Fence Requirements: Height, Gates and Latches Explained
What a residential pool fence has to do in Texas and Houston-area cities, and how an ornamental iron fence meets the code without looking like a cage.
Texas pool barrier rules come from the state health code and the International Swimming Pool and Spa Code, and most Houston-area cities adopt them with small tweaks. Here is the version that matters when you are building a fence. Check with your city for the exact adopted code before you build.
The basics almost everywhere
- Height: at least 48 inches, and most cities and HOAs are happier with 54 or 60
- Gaps: no opening a 4 inch sphere can pass through, including under the bottom rail
- Climbability: no horizontal members a child can use as a ladder on the outside, or they have to be spaced far apart
- Gate: must open away from the pool, self-close and self-latch
- Latch height: the release on the pool side, or at least 54 inches up if it is on the outside
Why ornamental iron is the go-to pool fence
Vertical pickets with the right spacing meet the gap rule, there is nothing to climb, it does not rot or warp in the splash zone, and it does not block the view of the pool, which is the whole point of a barrier. We build pool fences at 4 and 5 feet with pickets under 4 inches apart and a puppy-picket bottom section when kids or dogs are in the picture.
The gate is where inspections fail
Self-closing hinges that actually close, a latch that catches every time, and a gate that swings out. We use spring hinges rated for the gate weight and a magnetic or gravity latch mounted at the right height. If your gate does not shut on its own, it is not a pool gate.
House doors count too
If the house is one side of the barrier, doors to the pool usually need alarms or self-closing hardware. Ask your city.
HOAs
Most master-planned communities in Cypress, Katy and The Woodlands want a drawing of the pool fence. Black steel is almost always approved.
